Premise: Every doctor who has to draw up a medical certificate must take a complete and accurate medical
history which is necessary and binding. Anything that the patient reports must always be proven by facts and
tests (CAT scan, NMR, x-rays, hospital admission, case notes, official medical reports from specialist
examinations, and anything else necessary to prove irreversible illness). The purpose of all this is not to be party
to defrauding the State.
Complaing against Dr Neal Pugach
The undersigned Prof. Paolo Signorelli, President of the “Enzo Tortora” Association for Justice and Rights, editor
of the journal “Giustizia Giusta”, Viale Giulio Cesare, 59 – 00192 Roma and Doctor Vittorio Zingales, Via
Longano 37 Barcellona P.G.(ME)98051 surgeon for almost 30 years, Consulente Tecnico D’Ufficio CTU (Expert
witness), of the Italian Court, Head of the largest Criminal Asylum in Italy and for 18 years in charge of the Legal
Medicine Service of that Institute reporting a crime for Fraud against State committed from dr Neal Pugach
The District Attorney of Ventura, California has released certificates that signed by Neal Pugach and dated April
20, May 23, and July 21, 2005. In addition to hand written notes of phone calls received by his office; they are
marked as pages 000910 to 000920 of a discovery package used in criminal proceedings and are attached .
In the certificates mentioned above, Dr Pugach state that Mrs. Rebecca White was showing quite an impressive
list of symptoms and that Dr Pugach conducted on her an even more impressive list of tests, all are remarkable.
Dr Pugach allege that she “…was assaulted three years ago, being kicked in the head”, and go on to write that
“She had her jaw dislocated” and “was not able to seek medical attention for a month, which she did at that time
because of pain and rhinorrhea”. Dr Pugach went on to detail that “She was diagnosed with a CSF (Cerebal Spinal
Fluid – site ed. Ref) Leak, and referred to a neurosurgeon, but she was unable to see a neurosurgeon at that time.
The leak spontaneously resolved after one or two months.”
Mrs. Rebecca White reported this alleged assault to the Sherriff’s Department of Ventura on July 18, 2002, initially
dating the assault to July 6, 2002, afterward changing the date again to June 29, 2002.

On July 22, 2002 23 days after the alleged attack, Mrs. White consulted Dr. Troy Manchester of ‘Doctors On Duty’
in Monterey, CA. You’ll notice from the certificate that we’ve attached provided by the D.A. of Ventura, CA with
reference number 000656 to 663, that the woman had “Nose… Nares patent, No drainage”, “Mouth / Pharynx… No
oral legions, Pharynx non-injected, without exudate” and “Head… Atraumatic”.
On August 16, 2002, six weeks after the alleged attack, Mrs. White consulted Dr. Jeff Bivens of ‘Ardmore
Wellness Center’ in Ardmore, OK. You will notice from the certificate that we’ve attached provided by the D.A. of
Ventura, CA with reference numbers 000673 to 0674, that the woman had “…no battle signs”, “no swelling of her
jaw” and that the “Temporomandibular joint and EAC appear normal”.
On September 23, 2002, three months after the alleged attack, Mrs. White consulted Dr. Benjamin Fore, also of
the Ardmore Wellness Center in Ardmore, OK. You will notice from the hand-written notes that we have attached
provided by the D.A. of Ventura, CA with reference number 000665 to 00667, that the doctor, after learning of
the alleged “Post-cerebal concussion”, suggested a specialist exam, but the woman “Refused M.R.I. of brain due
to $”.
Dr Pugach elaborated on his statement: “I am really not sure how to put all this together at this time”?
He confirmed that all analysis made was performed, but in a letter signed 906 he closed his statement “I believe
that these deficits are severe enough to preclude her from being able to perform any kind of work in the future.
This declaration is in complete contrast with all the exams performed by doctor Pugach other doctors who had
examined the woman in the period after the alleged crime did not note rhinitis : in hiding these exams dr Pugach
helped the woman to obtain fraudulently resources designated for crime’s victims.
