To: Health Care Services division inmate

Object: Carlo Parlanti-F25457- Avenal state Prison

Hi, my name is (insert your name here), and I'm writing to you from Italy to submit to your attention the health situation of Carlo Parlanti (F25457), an Italian inmate of Avenal State Prison.

Carlo Parlanti (F25457) had some scheduled appointments for a teeth cleaning and regular check-ups. This should have happened last Dec 24th with an appointment at 11:45 am; however one of the guards, Mr. Madeira ordered Carlo to go after the lunch distribution. Carlo arrived some minutes late and in the infirmary they told him they had to cancel and reschedule. So you know, Carlo has been on a waiting list for dental care for about two years and now he is at risk of loosing his teeth. Mr. Madeira assured Carlo that he was going to let the infirmary know that Carlo's delay was due to Mr. Madeira's request. However, after such promised, Mr. Madeira has been moved to yard n. 3 and Carlo Parlanti is afraid to ask for his rights because in this last years he says he has been psychologically and physically tormented.

Carlo Parlanti (F25457) has a protruded disc in his spine that require support to it, as his medical records from the German prison show from where he was extradited. At this moment he is not allowed to have an adequate mattress, forcing him to have a constant back pain at the risk of possible serious damage to his spine.

Asthma: this is the only illness that is taken care of with inhalators however, more often that not, they are not given to him on a regular basis.

Hepatitis C: he was scheduled for a Hepatitis A and B immunization cycle. He started and he had to interrupt due to his forced transfer from the Avenal prison to Ventura prison last September and the cycle has not been started yet. He is having constant problems to have the time to schedule medical exams that would assure him what kind of care he needs.

Suspicious Cancer: in the x-rays taken last October at the Barkelfield Hopsital, his right lung presented a tumor. Two biopsies established that this tumor is not carcinogenic but it is the experts' opinion that this tumor could become such and they requested a C-Scan for last Dec. 25th. Carlo has not done the C-scan yet, due to a delay in the result of his x-rays.

These kinds of delays are inadmissible and not to administer and give adequate care is also inadmissible and violate the Charter of Human Rights. I please beg of you to give maximum attention to Carlo Parlanti's health.
